Through a multi-faceted critical analysis of different theories and applications, this course gives and overview of some of main trends, discourses, reasonings, expectations, and challenges (including limitations and contradictions) in past and present development policies and interventions (DP&Is). It looks at a variety of actors and approaches of DP&I as well as their impacts on social, economic, cultural and environmental change processes in developing countries. Students in the field of development research prepare a personal Master's Degree Study Plan (HOPS) in connection with the course.

During the course the student will gain a comprehensive understanding of the main theories and principles driving international development policy. The student will gain analytical skills in policy analysis as well as a a critical perspective of different kinds of development interventions, including their reasoning, effectiveness and impact. As such, the student will learn to understand the differences between theory and practice in development policy. The student learns about global players in the development policy & interventions playing field, from the EU and its Member States to the different UN bodies, the private sector, and more. In addition, the student also develops practical and social skills to discuss and critique problems and demonstrate awareness of the central issues relating to country experiences and cross sector experiences of development policies and interventions. The student will also work on their communication skills, both in oral and written formats

The maximum number of students is 35, and priority will be given to those students currently doing their Masters degree in Development Studies in the Society and Change programme at the University of Helsinki, as well as to other Masters level students in the Faculty of Social Sciences. Exchange students undertaking their studies in a relevant field/discipline will be accepted if there is place, and in order of registration.

Materiaalit

All material will be in English. The core reading for each lecture consists of journal articles, book chapters, working papers, official reports, and audiovisual material, all of which will be provided by the lecturer. No one text covers the entire course, however the Arjan de Haan book is the main reading. For individual topics covered, specific books will be recommended.

Kurssin suorittaminen

Pre-course self-reflection; Lectures and seminar; weekly readings and short assignments based on lectures; in class discussion; group presentations; individual essay.
• Absence rules: standard of the faculty: 75% presence required, with 100% of learning outcome through compensatory work for all absences.
• Delayed submission of course assignments will result in lower grade (10% off per week late)
Evaluation:
Scale 0-5. The assessment takes into account all aspects of performance and promotes self-evaluation.

Masters Level (compulsory for Masters students in Development Studies)

Kurssin aikana opiskelija saavuttaa analyyttiset taidot politiikka-analyysissä sekä syvällisemmän käsityksen kehitysinterventioiden teoreettisista lähestymistavoista. Opiskelija oppii myös tuntemaan EU:n ja sen jäsenmaiden kehityspolitiikkoja sekä saa käytännölliset ja sosiaaliset taidot keskustella näistä aiheista. Lisäksi opiskelija harjaantuu pohtimaan erilaisten kehitysinterventioiden vaikutuksia sosiaalisen muutoksen ja oikeudenmukaisuuden kannalta.

Tämä kurssi käsittelee kehityspolitiikkoja ja kehitysinterventioiden muotoja sekä näiden vaikutuksia kehitysmaiden yhteiskunnallisiin muutosprosesseihin. Kehitysmaatutkimuksen opintosuunnan opiskelijat valmistavat kurssin yhteydessä henkilökohtaisen maisteriopintojen opintosuunnitelman (HOPS).
